[Syllabus] New Syllabus Item (3i) Navigation

Attention users of the Skyline Soaring Flight training syllabus:

Syllabus item "3i" has been added to the training program.  This subject
area is required for private pilot candidates by 61.107.

The header page for the syllabus has been updated with today's date.
This won't affect the solo progress of any students.

We added this item after auditing the syllabus, and found that all of
61.107 was covered by training, with the exception of 14 CFR
61.107(b)(6)(viii)

This has been rectified by the addition of this syllabus item.

You'll notice that the tracking sheet has the new syllabus item, as well as
the training affirmation sheet.
