[Wot2025] Signal for communication

In the past years we had a hard time getting urgent information
disseminated. When I was at the 20 meter multiseat nationals contest in
Florida in 2024, I was impressed with how well the signal program was at
getting this sort of information out to everybody.

With that, I've set up signal.org to be our messaging platform for the
messaging after the WoT has started.  Examples might be something like:

"Due to weather conditions tomorrow, we will delay the 09:00 meeting to
12:00 noon"
or, more importantly,
"Due to forecasted weather conditions getting worse in the later part of
the day, we will start ops at 07:30 tomorrow morning!"
